Welcome!

The time is now to define a vision and priorities for the future of Fairfield, California! The Fairfield Forward effort will include an update to Fairfield’s General Plan, which will consider land uses, transportation, economic development, housing, environmental considerations, and more. Also being prepared is a new Climate Action Plan, a sustainability tool that will contain a series of measures to reduce greenhouse gas emissions to the year 2050.

Preferred Plan Next Steps and Events- Your Input is Needed!

The City Council recently endorsed a Preferred Land Use Plan, which includes a map of major land use changes as well as draft guiding policies that will serve as the General Plan’s framework.

Fairfield 2023-2031 Housing Element Adopted and Certified!

The City of Fairfield City Council adopted the Housing Element on February 7, 2023. Read the Housing Element here. The adopted Housing Element was shared with the California Department of Housing and Community Development (HCD), who certified the Element on April 10th, 2023.

Fairfield’s Draft Housing Element Edits and Negative Declaration Released!

After informal consultation with the California Department of Housing and Community Development (HCD), the City has made revisions to the draft Housing Element to address preliminary issues, shown in tracked changes. State law mandates these be available for 7 days before HCD can review these additional changes. After the official HCD comment letter is received the first week of January, the City will publish the letter and address any remaining compliance issues.

Draft Housing Element: Review the changes here. To submit public comments, please email Dave Feinstein by end of day December 29th, 2022.

Negative Declaration: The City has also released a draft Initial Study/Negative Declaration for the draft housing Element. Please submit comments to Dave Feinstein by end of day, January 21st, 2023. NOTE: The public comment period has been extended to January 27th, 2023.

The City of Fairfield has incorporated and addressed public comments and has sent the draft 6th Cycle Housing Element for 2023-2031 to the Department of Housing and Community Development for review on October 6th. Per State law, HCD will have 90 days to review and provide feedback on the draft. After HCD comments are received, the City will publish the letter and address any remaining compliance issues.

Alternatives Report and Survey Released Oct 2021!

Read about the Alternatives and check out the report here. Alternatives are different scenarios that would allow the City to achieve the community’s vision and priorities and accommodate future growth. Each alternative shows a different approach to growth and development and calls out the tradeoffs between these different options.

Environmental Impact Report Notice of Preparation, August 16, 2021

The Environmental Impact Report (EIR) for this project will address all topic areas outlined in CEQA Appendix G (Environmental Checklist Form). These topics include aesthetics, biological resources, transportation, natural hazards (including geological, hydrological, and fire hazards), agricultural resources, tribal resources, mineral resources, public services/utilities, population/housing, transportation/traffic, air quality, and greenhouse gas emissions.

The Notice of Preparation is available here. The comment period for the scoping phase ran from August 16 to September 16, but you can always reach out with any questions or comments to Senior Planner, Amy Kreimeier, at akreimeier@fairfield.ca.gov.

Draft Vision and Guiding Principles

The Vision reflects the community’s aspirations for Fairfield’s future. It is a summary of the shared goals to be achieved by the General Plan. The Guiding Principles elaborate upon the Vision and will provide guidance to detailed policies. The Vision and Guiding Principles are based on input from the community gained through community workshops and pop-up outreach, an online community survey, stakeholder interviews, General Plan Advisory Committee meetings, and a focused joint City Council and Planning Commission workshop. The City Council and Planning Commission will review this document at the June 16th meeting.

Existing Conditions Report

The Existing Conditions, Opportunities, and Challenges Report (ECR) represents the first major technical step in the process of updating the City of Fairfield’s General Plan. The focus of the ECR is on resources, trends, and concerns that will frame choices for the long-term development of Fairfield. The report, as well as a Market Analysis, can be found here. Stakeholder Interview Summary

Various stakeholder groups, including community advocates, agency leaders, neighborhood groups, school districts, employers, developers, and the business community shared their thoughts on the biggest opportunities and challenges they see for Fairfield over the next 30 years. Community Visioning Survey Report
